Abstract

One of the government's efforts to overcome social welfare problems is the existence of PKH which is also carried out in Rokan Hulu Regency. The purpose of this study is to explain and analyze the implementation of the 2020 Family Hope Program (PKH) in Pematang Berangan Village, Rambah District, Rokan Hulu Regency and its inhibiting factors. This research method is qualitative, by conducting interviews with selected informants and the results are analyzed descriptively qualitatively. The results showed that: 1) The results of the evaluation of the Family Hope Program (PKH) in 2020 at Pematang Berangan Village, Rambah District, Rokan Hulu Regency were considered unable to improve community welfare. In 2020 in Pematang Berangan Village, the percentage of poor people was 6,44% increased from 2019 which was only 6,20% this indicates that the Family Hope Program is still not effective in improving community welfare. In terms of effectiveness, in 2020, none of the 58 recipients graduated from KPM. In terms of efficiency, the efforts made were only to provide socialization in 2015. In terms of adequacy, there are still children under five with malnutrition and undernutrition. In terms of equity, not all pre-prosperous communities become PKH beneficiary families. In terms of responsiveness, this program is highly supported by the community and the presence of PKH facilitators plays an important role in the mechanism for providing PKH. In terms of accuracy, there are still many people aged 15-25 years who are illiterate, have not finished elementary, junior high and high school equivalent. 2) The inhibiting factors consisted of the lack of quality data validation and low socialization to the community. It is recommended that the Pematang Berangan Village Government continue to update the data of the poor who are integrated with the population data information system. The need for continuous education through various media to related communities to escape poverty and awareness to convey correct data.
