Abstract

The purpose of this study is to explain and analyze the transparency of the management of village fund allocations in the physical development of Selat Baru Village, Bantan District, Bengkalis Regency in 2020 and its inhibiting factors. This research method is qualitative, by conducting interviews with selected informants and the results are analyzed descriptively qualitatively. The results showed that: 1) The Selat Baru Village Government was less transparent in the Management of Village Fund Allocations in the Physical Development of Selat Baru Village, Bantan District, Bengkalis Regency in 2020, especially in the Semenization of Family Road, RT.002/RW.007 Penawar Laut Hamlet. This is because the announcement of the policy at the end of the fiscal year is only printed on F4 paper and pasted at the village office so that the outside community does not know about it. There is no activity board under construction that costs Rp. 55,127,800, as well as the absence of advice and input services on village financial management. 2) The inhibiting factors for transparency in the management of Village Fund Allocations in the Physical Development of Selat Baru Village, Bantan District, Bengkalis Regency in 2020 consist of low community knowledge, limited access to information system technology, and lack of guidance in managing village funds. It is recommended that Selat Baru Village provide socialization to RT heads, RW heads and Dusun heads about the importance of increasing public awareness to participate in physical development deliberations using village funds. Print the APBDes information at the end of the fiscal year in large size. The Village Head is advised to be more assertive in giving sanctions to village officials who are lazy to follow the Technical Guidance for Village Fund Management.
