Abstract

Poverty is a common thing in society. In the city Pekanbaru itself has experienced the number of people in the 2019-2021 period enhancement. Namely, in 2019 the population is a percentage of 2.52%. An increase in poverty occurred in 2020 by 2.62% and in then in 2021 there will be a quite drastic increase of 2.83%. The formulation of the problem in this study, what is the responsibility of the government in handling the poor based on Law No. 13 of 2011 concerning handling the poor in Pekanbaru City and what are the obstacles faced by the government Pekanbaru City in handling the poor. The method used in This research seen from its type is sociological legal research and its nature is descriptive. The results of this study are the responsibility of the government in handling the poor based on Law number 13 of 2011 concerning handling the poor in Pekanbaru City. In implementing empowerment stakeholders in handling the poor at the district/city level. Carry out supervision and control of policies, strategies, as well programs in handling the poor at the district/city level. provide facilities and infrastructure for handling the poor. Obstacles faced by the government Pekanbaru City in handling the poor is a fund that is not realized directly to the poor, there is no interest in following the poor programs that have been made by the government, facilities and infrastructure are lacking adequate and there is no assistance for professional staff in carrying out his obligations. The suggestion in this research is for the government to handle it the poor in Pekanbaru City should be dealt with quickly so that the poor are obtain their rights, in order to have a better and prosperous life.
