Abstract

Implementation of livestock regulations is still a problem where the rules are still not implemented properly so that violations are still found. The implementation of pig control regulations in Tanah Merah Village, Siak Hulu District, Kampar Regency has not been carried out optimally, where there are still many pig farms that violate the rules, especially pig licensing and pig placement. The Kampar Regency Government in implementing regional regulations cannot be separated from communication, resources, disposition and bureaucratic structure. The purpose of this study was to determine the obstacles to implementing the Regional Regulation of Kampar Regency Number 9 of 2016 concerning the Implementation and Control of Livestock and Animal Health on Pig Control in Tanah Merah Village, Siak Hulu District, Kampar Regency. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. Discussion on the implementation of the Kampar Regional Regulation on Pig Control in Tanah Merah Village, Siak Hulu District, Kampar Regency has not been implemented optimally so many pig owners break the rules. The results of the study indicate that the implementation of pig farming regulations has not been carried out properly, this is due to the lack of cooperation between the Kampar Regency government and the village government and the community in pig farming regulations so that many pig owners do not have permits. . and disturbing the community around the pig farm. However, the authors suggest the Kampar Regency Government to disseminate information to the public about livestock regulations, conduct surveillance in the community so that violations do not occur, and provide strict sanctions for people who violate livestock regulations.
