Abstract

This research was guided by Dr. Ir. Saipul Bahri, M. Ec and Dr.Ir. Ujang Paman Ismail, M.Agr. Population growth must be accompanied by sufficient food availability. Ninety percent of the staple food needs of the people of Indragiri Hulu Regency are rice. Rice production in Indragiri Hulu Regency has not been able to meet the needs of the community. Rice farming in Indragiri Hulu Regency has the potential to be developed through the efficient use of its production factors. The Research method used is a survey research method with a total sample was 68 people. The results showed that the education was mostly elementary school graduates level. 100% of paddy fields are owned by themselves and in general, farmers have a land area of 0.50-0.99, which less than 10 years for farming experience. Farmers use 29.68 seeds per hectare on average, farmers use fertilizer per hectare per growing season, namely urea fertilizer at 103.36 kg, TSP fertilizer at 98.15 kg, TSP fertilizer at 81.21/kg. While the use of pesticides as much as 50.57 ml/ha. The total cost of farm production average is Rp. 11,076,662/ha. The average rice production was 3,396 kg/ha. The price of rice per kg s Rp 6,000, so the total revenue is Rp 20,377,885 so that the average net income received by farmers was 9,094,600/ha. Simultaneously, the variables of land area, labor, seeds, urea, TSP, KCl and pesticides had a significant effect on lowland rice production in Indragiri Hulu Regency and were able to explain 96.8%. The variables of labor, seed and TSP were significant and had a significant effect on rice production at the 95% confidence level. The average technical efficiency of lowland rice farming on the use of land area, seeds, labor, urea, TSP, KCl and pesticides is 0.965 so it is categorized as inefficient. The average cost efficiency of farming from equipment rental, seed price, labor wages, urea fertilizer price, TSP fertilizer price, KCl price and pesticide price was 0.805, so it is categorized as inefficient. The resulting economic efficiency is 0.776 so that economically farming Lowland rice in Indragiri Hulu Regency has not been efficient.
