Abstract

Implementation is an action and step of a public policy actor based on the formulation that has been made. Policy implementation is a follow-up step taken by individuals, groups, or government or private officials directed at achieving the goals outlined in policy decisions. In Rokan Hilir Regency, the implementation of the Child Identity Card was realized at the end of 2019. The implementation of the Child Identity Card in Rokan Hilir Regency needs the support of the local government, so that the program can run, the support is in the form of budget, infrastructure and facilities and infrastructure as well as human resources of the apparatus area. The purpose of this research is to determine the implementation of the policy of issuing child identity card documents at the Population and Civil Registration Office of Rokan Hilir Regency. The research method used in this study is a qualitative method. Based on the results of the research conducted, it is known that the Implementation of the Policy for Issuing Child Identity Card Documents at the Population and Civil Registration Office of Rokan Hilir Regency has been going quite well, although it has not been maximized, this can be seen from the slow issuance of KIA by service employees and the socialization process that has never been carried out. Cooperation carried out by the agency to support the MCH implementation program with the sub-district and also several media in Rokan Hilir Regency. So far, the number of people who take care of KIA is 228,123 KIA.
