Abstract

The TPP policy within the Department of Agriculture and Fisheries of Indragiri Hulu Regency in its implementation has been running in accordance with existing regulations. However, there is still a small gap in its implementation which is still a problem. Based on the results of the pre-survey of researchers, the performance assessment of ASN is still not carried out optimally. Performance appraisals assessed by superiors, subordinates and colleagues still have an element of reluctance to give bad grades to other employees. There are even superiors who do not give bad grades at all to ASN who are negligent in their duties. The main purpose of this study is to identify and analyze the implementation of Regent's Regulation No. 9 of 2020 concerning Provision of Additional Income for State Civil Apparatus in the Department of Agriculture and Fisheries of Indragiri Hulu Regency. The type of research is descriptive qualitative. The number of research informants was 21 people with the Head of the Department of Agriculture and Fisheries as the key informant. Data collection techniques with interviews and data analysis in this study used data analysis techniques on the site developed by Miles Huberman. Based on the results of the research and discussion in the previous chapter, it can be concluded that the implementation of Regent Regulation No. 9 of 2020 concerning Provision of Additional Income for State Civil Apparatus in the Department of Agriculture and Fisheries of Indragiri Hulu Regency has not been implemented optimally and needs to be improved, especially in terms of communication, sources power and disposition. so that it can be said that Perbub No. 9 of 2020 has not been implemented optimally so that the latest Regent Regulation is issued, namely the Indragiri Hulu Regent Regulation No. 5 of 2022 concerning Provision of Additional Income for State Civil Apparatus Employees in the Indragiri Hulu Regency Government.
