Abstract
The Office of Women's Empowerment, Child Protection, Population Control and Family Planning, Riau Province, as one of the regional apparatus for providing public services, seeks to improve the governance of administration and service delivery through the implementation of the bureaucratic reform agenda. The theory used is the concept of organizational transformation developed by Gouillart and Kelly (1995) through the 4 R (Reframing, Restructure, Revitalize, Renewal) approach, where the approach is developed based on observations and implementation of strategies and organizational visions that are transformed into existing programs. The research used in this study is a qualitative research, the informants of this study were 8 (eight) people. Data analysis techniques using data analysis techniques Miles Huberman. In general, the research results based on the 4 R indicators (Reframing, Restructure, Revitalize, Renewal) that the implementation of organizational transformation has referred to changes to organizational governance simultaneously, where organizational transformation through the implementation of 8 areas of bureaucratic reform change is a change process that includes structures and processes in order to improve performance in accordance with the dynamics of the development of the organizational environment. Factors inhibiting the implementation of organizational transformation include internal factors related to the competence of human resources, supporting infrastructure; External factors are the lack of support and cross-sectoral coordination towards the achievement of performance related to the vision targets to be achieved by the Office of Women's Empowerment, Child Protection, Population Control and Family Planning, Riau Province. Firmness and continuous improvement of coordination are required for the implementation of the transformation of the organization as a whole.
