Abstract

The current state of bureaucratic reform shows efforts to improve performance management of both central and regional government agencies, including the Rokan Hilir Regency Government. The implementation of bureaucratic reform must be able to be felt by internal government organizations and society in general. The state civil apparatus or civil servants are one of the important resources in a government organization and are the spearhead for achieving organizational goals. Based on these conditions, researchers are interested in examining how the influence of competence on employee performance with work motivation as an intervening variable with the object of research is the Public Works and Spatial Planning Office Rokan Hilir Regency and the respondents of this research are Technical Officers of the Public Works and Spatial Planning Department of Rokan Hilir Regency. This type of research is descriptive quantitative research with the object of the Department of Public Works and Spatial Planning, Rokan Hilir Regency. The results of this research show that X (competence) has a significant effect on Y (motivation), X (competence) has an effect on performance (Z). And variable Y (Motivation) has no significant effect on Z (Performance). and variablesX (competence) has no effect and is not significant on Z (Performance) through Motivation (Y).
