Abstract
This study was conducted to analyze the effect of the implementation of sustainable food agricultural land protection policies in Rimba Melintang District, Rokan Hilir Regency in 2018-2020, based on Regional Regulation No. 2 of 2016 concerning Policy for the Protection of Sustainable Food Agricultural Land. This policy has not been implemented by the relevant agencies, namely the Department of Food Security and Agriculture of Rokan Hilir Regency. However, it has already been implemented in the Rimba Melintang District. Rimba Melintang District is the largest rice producer in Rokan Hilir District. There are already people in the Rimba Melintang sub-district who have converted their land from oil palm plantations to lowland rice fields. The theory used in this research is Van meter and van horn (1975) which states that there are six elements of indicators in policy implementation, namely: standards and objectives, resources, characteristics of implementing organizations, communication, bureaucratic or executor attitude (disposition), and economic conditions. , social and political. This study uses a descriptive qualitative approach and data collection techniques with interviews and observations. Data analysis was carried out by analysis of data reduction, data presentation and conclusion drawing. Based on the results of the interview, it was revealed that this policy had not been fully socialized, it was only an appeal. The next obstacle is due to low financial resources. The lack of budget at the Department of Food Security and Agriculture of Rokan Hilir Regency has caused programs and activities related to the protection of food agricultural land to fail.
