Abstract
This study aims to analyze the Development of Micro, Small and Medium Enterprises by the Office of Cooperatives and SMEs in Rokan Hilir Regency and analyze the obstacles faced by the Department of Cooperatives and SMEs of Rokan Hilir Regency in fostering micro, small and medium enterprises in Rokan Regency. This research uses qualitative research method with descriptive research type. Informants in this study were the Head of Service, Secretary, Head of MSME Division, Head of the MSME Partnership Section, Head of the MSME Development and Development Section, Head of the Promotion and Services Section and 2 (two) MSME actors. Downstream by using purposive sampling sample selection. Based on the results of research and data analysis shows that: (1) The basis for the application of Law number 20 of 2008 concerning Micro, Small and Medium Enterprises. (2) the obstacles faced in developing MSMEs. Judging through the theory of coaching where coaching is an action, process, result or statement for the better. In this case, there is progress of improvement, growth, evolution of various possibilities, development or improvement of something. The results of the study show that the guidance carried out by the Department of Cooperatives and SMEs in Rokan Hilir Regency has been running quite well. The constraining/actors in fostering MSMEs at the Cooperatives and MSMEs Office of Rokan Hilir Regency are: limited capacity of the supervisory apparatus and the lack of SME coaching apparatus, limited budget, limited facilities and infrastructure in developing MSMEs, limited MSME capital in Rokan Hilir Regency, limitations of MSME Product Marketing in Rokan Hilir Regency.
