Abstract

This study aims to identify and analyze the implementation of the functions of the Regional Development Planning Agency in the preparation of the Rokan Hilir Regency Government Work Plan. Until now, there are technical weaknesses in the preparation of the RKPD in Rokan Hilir Regency. This is mainly because the planners in the Rokan Hilir Regency are generally still very limited. The research method used is a qualitative approach. Data collection techniques in the form of interviews, observations, and documentation. while the research informants who were included by the researchers were 10 (ten) people. The results of this study explain that in terms of carrying out its duties and functions, the ability of Bappeda of Rokan Hilir Regency in preparing the government's work plan has not been carried out optimally, this can be seen from the indicators of the function of Bappeda, namely: policy formulation, according to the function of Bappeda in formulating policies in the field of Human and Community Development, economy and natural resources, social and culture, infrastructure and regional development, that the role of institutions in formulating planning policies is not yet optimal; Coordinator, that the function of Bappeda is associated with coordinating the implementation of the Musrenbang RPJPD, RPJMD and RKPD, until now there are still perceived technical weaknesses; Think-tank, that the function of Bappeda is related to coordinating the Implementation of Agreements with DPRD related to APBD; Administrator, that the function of Bappeda is related to the implementation of monitoring, controlling, evaluating performance, and reporting on regional development activities that still need improvement. Constraints Seen from the internal factor The capacity of human resources is not adequate, this can be seen from the limited number and quality of planning staff because without competent human resources in planning a development will not be realized as desired. and Infrastructure facilities that support the implementation of Bappeda functions, while from External factors: Coordination that has not been carried out optimally with other OPD, Political Influence (pokir) and Government Bureaucracy, related to budget adjustment / readiness of the budget framework, Limited supporting documents in the implementation of the Musrenbang forum, Stakeholder involvement in the planning process is still low.
