Abstract

This study to determine the Effectiveness of the Secretariat Capacity of the Meranti Islands Regency DPRD in supporting the implementation of the duties and functions of the DPRD and the inhibiting factors in the Effectiveness of the Meranti Islands Regency DPRD's Secretariat Capacity in supporting the implementation of the duties and functions of the DPRD. To find out these objectives, the research method used is qualitative with a descriptive approach. Data collection techniques are observation, interviews and documentation, while the data sources used in this study are primary data sources and secondary data. The data analysis technique uses Miles and Huberman analysis which consists of three activity lines, namely reduction, presentation and conclusion drawing. The results showed that the capacity of the DPRD secretariat in the ability to support the implementation of the duties and functions of the Meranti Islands Regency DPRD was very important. The capacity of the DPRD Secretariat in supporting the duties and functions of the DPRD in this research is good but not optimal. The capacity of the DPRD includes extractive capacity, regulatory capacity, distribution capacity, responsive capacity and network and cooperation capacity.
