Abstract

In the structure of local government, DPRD is in two levels, namely at the provincial level called the Provincial DPRD and at the regency/city level it is called the Regency/City DPRD. The staff of the Secretariat of the Pelalawan Regional People's Representative Council have not been able to carry out their duties and functions properly, namely to support the performance of the Regional People's Representative Council itself, where there are still many undisciplined staff such as arriving late, leaving before working hours are over, there are employees who rarely enter the office. as well as the contribution of staff in supporting the function of the Regional People's Representative Council which has not been maximized. These things greatly affect the people's representative council in carrying out its duties and functions. and coupled with the number of non-civil servants in the Secretariat of the Pelalawan Regency Regional People's Representative Council which is quite large and always increases every year, this has become a dynamic in itself within the agency. The research method uses qualitative research methods as a technique in data collection and direct interviews with the informants concerned Plt. Secretary of the Council, Head of Section (General), Head of Section (Finance), Head of Trial and Legal Products, Leader of the Council (Golkar), Leader of the Council (PDIP), Leader of the Council (PAN), Member of the Council (Gerindra), Member of the Council (PDIP ), Council Members (Golkar), Council Members (PKS), Council Members (PPP), Council Members (PAN), Council Members (Democrats), Council Members (PKB), Council Members (Hanura). Honorary in the Secretariat of the Pelalawan Regency Regional House of Representatives is ineffective, this can be seen in the amount that has exceeded the threshold. The efficiency of the amount of costs incurred by the Pelalawan Secretariat OPD is also very large and very burdensome from the Pelalawan district government's own budget. Not only that, the adequacy of performance that should have been carried out by the state civil apparatus itself has been transferred to the non-civil servant personnel, whose number is 3 times more than the number of state civil servants, and the recruited human resources do not have the skills and are also mostly unskilled. get assignments and even based on the observations of researchers more sitting in the parking lot of the secretariat building of the Pelalawan Regency Regional Representative Council.
