Abstract

Village Head carries out guidance on the Neighborhood Association and Citizens Association to achieve maximum efficiency and effectiveness, to find out the role of the village head in Implementing the Development of Neighborhood Association Organizations in Bagan Timur Village, Bangko District, Rokan Hilir Regency. Researchers using indicators Santoso suggests that coaching is an effort to maintain, train and improve to be even better. So that coaching can be done in various forms, namely: a) Counseling, b) Briefing, and Guidance. The research method uses the research method of the East Bagan Village Head, Head of the Government Section, Several Neighborhood Units, Community Empowerment Institutions, and the community of Bangko Subdistrict, Rokan Hilir Regency. The results of the study show that the sub-district government or the village head as the leader in the ward area does not carry out guidance to the Neighborhood Association Organizations in the Eastern Bagan Village, this can be seen from several indicators such as the first counseling conducted by the village head is less objective because there are still RT heads domiciled in other places, the Head of the RT The RT was not appointed by the village head because there was an element of closeness. The two directives carried out by the village head respond to the Neighborhood Association who exceed their term of office, namely to respond quickly by issuing a Decree. Executor (before the formation of the local RT election committee is completed). The three guidance indicators that have been carried out by the village head to the Neighborhood Association are quite good, but there is a lack of cohesiveness from the community in following up on the proposal to replace the head of the Neighborhood Association in Bagan Timur Village. The obstacles that the researchers found in this study were first, the lack of cohesiveness of the existing community to conduct deliberations on the replacement or election of the new head of the neighborhood association. Secondly, the desire of the personnel who are the head of the neighborhood unit who wants more to remain the head of the neighborhood community, this desire is based on the character of the human being itself cannot be separated from the nature of leadership and wants to be appreciated more as a leader.
