Abstract

OFFICE ELECTRONIC APPLICATION POLICY IMPLEMENTATION AT THE COMMUNICATION OFFICE, INFORMATICS AND STATISTICS OF RIAU PROVINCE ABSTRACT By : Zainul Ihsan Harahap This study aims to analyze and explain the implementation of office electronic application policies in supporting technology-based information services at the Communication, Information and Statistics Office of Riau Province. Some of the problems that occur in Riau Province Regional Apparatus Organizations are the low level of HR capabilities in the field of technology, especially in operationalizing e-office and the lack of a number of communication and informatics networks installed and the number of OPDs that implement eoffice in an integrated manner. The research method used is descriptive analytical with complementary quantitative and qualitative approaches. The research location is in the Department of Communication, Information and Statistics, Riau Province. Data collection techniques in the form of questionnaires, interviews, observations, and literature review while the research informants who were included by researchers were 20 (twenty) people. The results of this study indicate that the implementation of office electronic application policies (e-office version 3) in supporting technology-based information services at the Communication, Information and Statistics Office of Riau Province has been carried out quite well. However, the constraint from the quantity of implementing resources is the lack of understanding of human resources. Many employees do not understand how to use e-Office applications. In the context of communication, the related OPD level in terms of transparency on the use of e-office carried out by the Communication, Information and Statistics Office of Riau Province on network use is still not good, there is still a need for guidance and socialization of the implementation of the e-office system. Judging from the Bureaucratic Structure as depicted in a clear organizational structure in the form of organizational unit structure along with officials, duties and authorities, as well as relationships with each other in order to achieve certain goals and the lack of strict sanctions imposed by the Riau Provincial Government on OPD who have not used the application at all this e- office. Efforts that will be made by the Riau Provincial Government, in accordance with the authority carried out so far, are only limited to urging that it should be accompanied by strict enforcement of rules and sanctions and additional resources in terms of competent IT personnel in the use of electronicbased applications.
