Abstract

This study aims to analyze the implementation of the Village Innovation Program policy in Rokan Hilir Regency. Some of the problems that occur in the use of village funds in the Village Innovation Program are only focused on infrastructure development, so that the potential of rural communities is underdeveloped. The research method used is descriptive analytical with a qualitative approach. Data collection techniques in the form of interviews, observations, and documentation. while the research informants who were included by the researchers were 13 (thirteen) people. The results of this study indicate that the implementation of the Village Innovation Program policy in Rokan Hilir Regency carried out by the Community and Village Empowerment Service has been carried out quite well. This can be seen from the 4 (four) implementation indicators that have been fulfilled, namely: Communication, relating to Program Targets, communication distribution and Clarity of Program Objectives that the distribution of communication on the implementation of the Village Innovation Program in achieving the goals of independent villages is actually already active in village independence; The resources at the Rokan Hilir Regency Community and Village Empowerment Service are still lacking but are in accordance with their respective competencies and require active community coordination in every stage of activity. Disposition, that the Department of Community and Village Empowerment of Rokan Hilir Regency has a great responsibility for the implementation of the Village Innovation Program every year. And the Bureaucratic Structure, there are already duties and functions of each officer in the organization. However, there are still factors that hinder the implementation of the Village Innovation Program in Rokan Hilir Regency, among others, the availability of resources, especially the village apparatus who manages funds in the implementation of the Village Innovation Program, the lack of communication obtained by the community from the Regency/City Government so that the community does not know at all its functions. they are the direct supervisory team in the Management of Village Fund Allocation for the Village Innovation Program. Lack of coordination in terms of cooperation carried out by implementers and implementation of village innovation programs.
