Abstract

The agricultural sector has a strategic role in economic development. Not only as a provider of food, industrial raw materials, feed and bioenergy, as an absorber of labor, a source of livelihood and a source of foreign exchange. Agriculture also plays a role as a driver of regional development and at the same time driving the development of the people's economy. The research aims to: 1) Determine the leading sub-sector 2) Determine the leading commodity, 3) The leading commodity agribusiness system which includes: (a) Input facilities supply subsystem, (b) Farming subsystem, (c) Agro-industry subsystem, (d) Marketing subsystem, (e) Supporting Services Subsystem, 4) Selected leading commodity development strategy. The research method used is a survey research method located in Rokan Hilir Regency. The type of data used is secondary data. The results showed that 1) the leading sub-sector was the plantation sub-sector with the highest LQ value. 2) The leading commodity in Rokan Hilir Regency which is the focus of the study is oil palm. The determination of this superior commodity is based on the calculation of LQ and DLQ as well as consideration of various other factors. 3) the agribusiness system shows the results: (a) The input supply subsystem has not been managed optimally, especially in capital production factors, (b) the farming subsystem can still be developed with effective and efficient cultivation technology so as to increase production, (c) the agroindustry subsystem is still in the form of FFB at the farmer level and CPO at the factory level, (d) The marketing channel for rubber in Rokan Hilir Regency is still long and affects prices at the farmer level, (e) The subsystem of supporting services for oil palm development in Rokan Hilir Regency is still not running well because it is still prioritize individual interests. 3) Based on the results of the SWOT analysis, the oil palm agribusiness development strategy in Rokan Hilir Regency is a SO strategy, namely facilitating the provision of quality seeds, production facilities, and infrastructure development as well as increasing farmers' managerial skills and mastery of technology in oil palm agribusiness.
