Abstract
Village Development is a series of Village development activities consisting of planning, implementing, and supervising activities. the role of the government is to realize that change does not turn into a social upheaval, moreover it can be a threat to national integrity and national unity. Thus the purpose of this study is to find out how the role of the Village Head in promoting development. To find out the obstacles of village heads in increasing village development in Teluk Paman Village, Kampar Kiri District, Kampar Regency. The indicators established in this study according to Siagian namely, stabilizers, innovators and pioneers. Type of qualitative research with a descriptive approach. The key informant writer is the Head of Teluk Paman Village with the author informant being the Village Secretary, Head of Development, Chair of BPD Chair of Youth and Community. Data collection techniques are observation, interview and documentation. Based on the results of the study it was concluded that the implementation of the development that had been going well, but there were obstacles during the construction of infrastructure such as semenisasi because there were some roads that were built the land was still owned by the community and the community did not want to donate their land to be used as roads and in the same type.
