Abstract

This Correctional Institution is supposed to be a place of guidance/ rehabilitation that is able to provide guidance to its inmates, but in reality, narcotics smuggling is still happening in the Correctional Institution. In Lembaga Pemasyarakatan Kelas II A Pekanbaru, it is undeniable that there is also drug trafficking and smuggling. Identification of the problem in this study is how to overcome the circulation of narcotics class I in the Class IIA Pekanbaru Penitentiary and what are the inhibiting factors for overcoming the distribution of narcotics in Lembaga Pemasyarakatan Kelas II A Pekanbaru. The research method used in this research is a survey , while the nature of this research is descriptive . The population in this study consisted of the Head of Lembaga Pemasyarakatan Kelas II A Pekanbaru, Kasi. Superintendent of Lembaga Pemasyarakatan Kelas II A Pekanbaru Penitentiary and Head of Section. Unit i Security i Institution i Penitentiary i (KPLP) and prisoners totaling 53 people, with a census sampling technique . The data collection tools used are questionnaires and interviews. From the results of the research that the author did, it is known that the prevention of narcotics trafficking in Lembaga Pemasyarakatan Kelas II A Pekanbaru "tightening the security system and visits from outsiders, tightening guard or security around the area of the Lembaga Pemasyarakatan Kelas II A Pekanbaru, holding and involving prisoners in social activities, physical and spiritual development, and so on, cooperate with outside parties and arrest and detain narcotics traffickers and report to the Narcotics Investigation Unit Police and build special blocks for narcotics controllers. For perpetrators who are prisoners, their remission rights will be reduced and their rights removed. The inhibiting factors for overcoming the distribution of narcotics class in Lembaga Pemasyarakatan Kelas II A Pekanbaru are over capacity for coaching Narcotics inmates, still mixing Narcotics prisoners with criminal inmates, the absence of sophisticated intection tools to determine for carriers of prohibited goods or for narcotics distribution, lack of tools facilities for the security of Correctional Institutions during inspection visits and the lack of security officers with the number of inmates who are over capacity and exceed the occupancy standards of Correctional Institutions for inmates, the lack of officers to foster and foster in prisons and HR officers in terms of guidance regarding Narcotics ".
