Abstract
This study aims to analyze and explain the extent to which the implementation of the Electronic Apparatus Performance Information System (ESikap) policy at the Office of Women's Empowerment, Child Protection, Population Control and Family Planning in Riau Province and the obstacles in implementing the E-Sikap Application policy. This E-Attitude is the work area of the Civil Service and General Subdivision, it's just that each PNS is required to fill out a job description or each activity for 1 (one) year. The research method used is a qualitative approach. Data collection techniques in the form of interviews, observations, and documentation. while the research informants who were included by the researcher were 10 (people) people. The results of this study explain that the implementation of the Electronic Apparatus Performance Information System at the Office of Women's Empowerment, Child Protection, Population Control and Family Planning in Riau Province has not run optimally. This is because it can be seen from the 4 (four) implementation indicators that there are still not fulfilled, namely: 1) Communication, there is still a need for guidance on the implementation of this e-Attitude system, The lack of socialization causes a lack of understanding of civil servants regarding e-SIKAP, 2) Resources consists of Human Resources, that not all employees understand online-based information technology this is due to age limitations who have not been able to use IT and Fund/Budget Resources, which means facilities and infrastructure such as computers and networks. 3). disposition. The presence of an attitude of responsibility, motivation and commitment in carrying out the duties and authority of the assignment to the executor of the general and personnel divisions based on the principle of co-administration, for civil servants who are not good at operating the system. 4). Bureaucratic Structure. The SOP for filling out EAttitudes has been made a manual issued by the BKD, each OPD within the Riau Province Government has been provided with instructions on how to use the eAttitude application. For this reason, it is recommended that the Office of Women's Empowerment, Child Protection, Population Control and Family Planning in Riau Province, is expected to conduct a review of both Human Resources and Fund/Budget Resources.
