Abstract

Civil Servant Discipline is regulated in Government Regulation Number 94 of 2021 concerning Civil Servant Discipline. duties and to expedite decision-making in the case of civil servant disciplinary violations. This study aims to analyze the discipline of civil servants in the General Section of the Regional Secretariat of Kampar Regency and analyze the factors that encourage and hinder the discipline of civil servants in the General Section of the Regional Secretariat of Kampar Regency with reference to the theory put forward by Nitisemito, namely Goals and Ability, Exemplary Leadership, Welfare, Threat and assertiveness as well as the theory put forward by Mazmanian and Sabatier, namely the characteristics of the problem, the characteristics of the policy and the policy environment. This research method is qualitative. Data was collected through interviews, observation and documentation. The selection of informants was carried out by purposive sampling, namely the selection of informants with the consideration that the informants really knew or were directly involved with the research focus. The data analysis technique used is data reduction, data presentation and conclusion drawing. The results showed that the discipline of civil servants at the General Section of the Regional Secretariat of Kampar Regency was quite good but not optimal due to several factors, namely there were still violations committed by civil servants such as rarely attending apples, arriving late, being outside the office during office hours, and others. This is caused by a lack of awareness in carrying out the rules, lack of supervision, and the lack of strict sanctions given to violators at the Regional Secretariat of Kampar Regency. Therefore, awareness is needed from every individual to obey and obey the rules, strict sanctions are needed if a civil servant is proven to have committed a violation with the aim of providing a deterrent effect and not repeating the same thing in the future.
