Abstract

This study aims to try to describe the micro and small business empowerment program by the Department of Trade, Cooperatives and Micro Small Enterprises in Kampar Regency, especially in Kuok sub-district. What can be seen is that there are still phenomena and problems regarding the lack of information related to MSE training to business actors and the lack of optimal guidance for MSEs fostered business actors carried out by the Department of Trade, Cooperatives and Micro and Small Enterprises, Kampar Regency. This research was conducted using a descriptive qualitative approach, namely prioritizing a list of interview questions as a data collection tool and the data collected with the tool was used as empirical raw material in the objectivity of research objectives at the location studied. This study uses the theory of Empowerment of the Delivery Team (2004), in Mardikanto (2013:125) with 4 indicators, namely Location Selection, Socialization of Community Empowerment, Community Empowerment Process, and Community Self-reliance. Based on the results of this study, it can be concluded that socialization is not optimal in delivering information regarding forms of empowerment such as UMK training for other business actors and the lack of optimal guidance carried out by the Department of Trade, Cooperatives and Micro and Small Businesses of Kampar Regency to fostered business actors such as licensing, marketing, and exhibitions or events.
