Abstract
Cooperation agreement made between P2JN Riau Province with PT. Global Profex Synergi, PT. Nusvey and PT. Mitra Manunggal Services have fulfilled the conditions for the validity of an agreement as stipulated in Article 1320 of the Civil Code. For the subjective terms in the agreement, namely: each party in the cooperation agreement agreed and was capable of both the Riau Province P2JN and PT. Global Profex Synergi, PT. Nusvey and PT. Single Partner Services. For the objective conditions in the agreement, it is clear that the administration of road supervision is carried out, while a lawful cause, namely the content and agreement on administrative issues between the Riau Province P2JN and PT. Global Profex Synergi, PT. Nusvey and PT. Single Partner Services. Based on the background of the problem described above, the formulation of the problem in this study is how is the Implementation of the Cooperation Agreement for Technical Supervision Consultant Services for Road Rehabilitation and the obstacles or inhibiting factors in the Implementation of the Cooperation Agreement for Technical Supervision Consultant Services for Road Rehabilitation between P2JN Riau Province and PT . Global Profex Synergi, PT. Nusvey and PT. Single Partner Services. This writing, when viewed from the type of research, uses a sociological legal research method, namely by means of a survey, in which the author goes directly to the research location to obtain the necessary data by using data collection tools in the form of interviews and questionnaires. The nature of this research is descriptive which means this research provides a clear picture. Cooperation Agreement for Technical Supervision Consultant Services for Road Rehabilitation between P2JN Riau Province and PT. Global Profex Synergi, PT. Nusvey and PT. Jasa Mitra Manunggal is an agreement to carry out the rights and obligations contained in the contract KU0301/KTRBb2-P2JN.R2/190 dated July 06 2018, where P2JN Riau Province with PT. Global Profex Synergi, PT. Nusvey, and PT. Mitra Manunggal Services as a service provider in carrying out Technical Supervision of Road Rehabilitation Preservation, which is carried out by the physical contractor for the construction of PT. Bangun Mitra Abadi, while obstacles or inhibiting factors in the Implementation of the Cooperation Agreement for Technical Supervision Consultant Services for Road Rehabilitation between P2JN Riau Province and PT. Global Profex Synergi, PT. Nusvey and PT. Jasa Mitra Manunggal that the implementation of the agreement initially went well, but still there were obstacles in its implementation including: The supervision carried out was not optimal, because the advance payment had been made by the Contractor PT. Bangun Mitra Abadi, the contractor who carried out the work was late in doing the work, so the work time increased, the material used was not in accordance with the TOR and did the work when it rained, so it was not optimal.
