Abstract

Researching the issue of Parole in Second Class IIA of Pekanbaru City, because I see that many inmates who still don't get their rights as they do, this is due to their lack of understanding and knowledge of parole. So this research became the basis for me to figure out what is the factor and the obstacles that inmates experience to not have the right to parole. The problem formulation in this study is the Implementation of the Parole Grant against the Citizens of Narcotics Crimes at the Pekanbaru Class II Correctional Facility. And Obstacles in the Grant of Parole Against Citizens of Narcotics Crimes at Class IIA Pekanbaru Correctional Facility. This type of research is observational research or observation research by means of a survey, that is, researchers directly conduct research on the research site to obtain the necessary data. Meanwhile, the nature of this study is descriptive, which is to describe clearly and in detail about the Grant of Parole Against Citizens of Narcotics Crimes at Class IIA Pekanbaru Correctional Institution. Research results prove that the implementation of parole provision to narcotics inmates at the Correctional Facility is in accordance with the applicable rules. Parole has the purpose and purpose of allowing inmates to adapt and integrate with the wider community so that inmates are not excluded and exiled from society before being released. In gift giving, parole for inmates is required to complete and comply with applicable terms and conditions such as substantive and administrative conditions and can be cooperative not to violate the terms of the probationary period. Obstacles or Obstacles in the implementation of the Pekanbaru Class II Correctional Facility are apparently present, both internal and external, such as the procedure for the discharge of parole is too complicated and takes a considerable amount of time to get a decision to be accepted or rejected This announcement, the detainee's family guarantor himself is not willing to be a guarantor or the family of the detainee is unknown, violating the disciplinary law in the Penitentiary which causes the detainee to fail to obtain parole, in his application to Class IIA PekanbaranThere are still several other obstacles, such as the infrastructure and the inmates themselves, Administrative obstacles, lack of professional or expert personnel in coaching, teaching, and training activities, cultural and community constraints, and the constraints on culture and society, the constraints on culture and society, and the constraints on community.Inmate economics.
