Abstract

This study aims to analyze and explain the role of the Department of Village Community Empowerment and Civil Registration of Riau Province in the program to increase the capacity of government officials (Study in Tanah Merah Village, Siak Hulu District, Kampar Regency). There is still a lack of knowledge of village officials and community institutions, the need for policies to strengthen village institutions, and facilitate village government. The research method used is the quantitative and qualitative methods that are complementary to each other. Data collection techniques in the form of questionnaires, interviews, observations, and documentation. While the research respondents who were included were 33 people. The results of the study indicate that the Department of Village Community Empowerment and Civil Registration of Riau Province in implementing the Government Apparatus Capacity Building program has played a sufficient role in accordance with its main duties and functions. However, in the context of preparing programs and work plans, it was found that the village government apparatus had not implemented participatory planning methods, had not been based on an analysis of village conceptual aspirations and potential problems, methods for selecting activity priority scales, budgeting and village expenditures. The understanding of village officials in understanding human resource management and technical capabilities of village officials is still lacking. It is recommended to the Department of Village Community Empowerment and Population Civil Registration of Riau Province, to strengthen the harmonization of cooperation between the Provincial and Regency/City governments through holding regional coordination meetings by inviting village heads, so that in the coordination meeting, the village government ASN capacity will be discussed through directives, Bimtek , and further formal education as well as the implementation of e-government from the training in an effort to increase the capacity/competence of the village apparatus.
