Abstract
Village head Owned Enterprises is a policy strategy to improve the quality of life of Indonesian people in the kepenghuluan / village, where the form of village economic independence is driven by business units that strategic and potential for the Village. The change in the management of the Rokan Baru village Business Entity, which can be said almost every year from 2018 to 2020 and the BUKMep manager who has been replaced, considers the change in management to be unilaterally issued by the village Head. The theory that researchers use is the role theory of Soekamto with 3 indicators, namely personal rules and structures, but researchers only use 1 indicator, namely rules. The research method uses qualitative research methods. The purpose of qualitative descriptive research is to describe or describe systematically, factually, and accurately about the facts, nature, and relationships between the phenomena of the object being studied. The results showed that the role of the village head in the management of the village Rokan Baru business entity was not yet strong or visible, this can be seen from the indicators that the researchers summarized such as: First, the appointment and formation of the village head did 3 times the appointment and formation in 2018- 2020 with consideration does not see the progress of the business undertaken. Second, there is supervision, the datuk penghulu rarely supervises because based on the findings that the researchers found, supervision should be carried out as often as possible so that BUKMep can develop, but the supervision carried out by the village head is only as necessary. Third, provide advice. Based on the data obtained in the field, either through observations or interviews regarding the role of the head of the village head in the management of BUKMep, namely as an advisor and provide input in the form of suggestions and opinions, but this has not been maximally carried out, such as the lack of counseling or socialization carried out related to the development of the village Business Entity. Rokan Baru so that it is very influential and has an impact on the progress of BUKMep.
