Abstract
Violence against women is the result of a value system that places women as weak and inferior to men. This violent treatment causes various negative impacts, for example it will prevent women from being involved in social, economic and educational life. The theory used is the concept of organizational transformation developed by Ansell & Gash (2007) through indicators of resources and authority, basis for formation, stakeholders involved, media coordination, supervision, and face-to-face dialogue. The research method used in this research is qualitative research. The informants of this research are 8 (eight) people. Data analysis techniques using data analysis techniques Miles Huberman. In general, the research results show that the implementation of collaborative governance in Handling Victims of Cases of Domestic Violence (KDRT) in Riau Province is in the improvement stage towards improving better performance achievements. The implementation of collaborative governance is still not optimal. The inhibiting factors in the implementation of collaborative governance include the indicators of the coordination mediation system, the supervision system, and the lack of face-to-face dialogue with stakeholders and government agencies.
