Abstract

The purpose of this study was to determine the effectiveness of the preemployment card during the Covid-19 pandemic in Pangkalan Kuras District, Pelalawan Regency. The problem in this thesis is that the criteria for people who get this pre-employment card are not right on target. There are some who can afford it but instead get a pre-employment card and there are many unemployed fresh graduates who need additional skills through this pre-employment card, because it is marked by fresh graduates who have just worked and have been laid off who often take part in this pre-employment card. The type of research in writing this thesis is a qualitative descriptive research method where this research explores and analyzes to provide meaning and meaning in problem solving. The data collected is in the form of words, pictures, and not numbers. Thus, an explanation and description of the research topic can be obtained in accordance with the research title. This writing consists of primary data, namely research in the form of interviews, documentation and observations and secondary data obtained by interview results. The conclusion is related to the criteria for receiving pre-employment cards, the government has explained so clearly, but there are still many people who get these pre-employment cards that are not on target. This is indicated by the fact that there are some people who are able to get this pre-employment card because of the lack of awareness of the community itself that there are still many who need and lack of thoroughness from the government in this pre-employment card and there are still many unemployed fresh graduates who need additional skills through this pre-employment card. Because it is marked by fresh graduates who have just worked and have been laid off, many of whom follow this pre-employment card. The government's suggestion is to be more selective in the implementation of this pre-employment card and the public is given more understanding that the pre-employment card already has predetermined criteria.
