Abstract

Indragiri Hulu Regency through the local Land Office is known that there are still many obstacles faced by the implementers of the Land Office in completing PTSL on time. The number of obstacles in implementation PTSL must be addressed immediately with the right solution considering the target The proposed government is that all land parcels in the territory of Indonesia must be already registered in 2025 later. The formulation of the problem is How to Implement Land Registration Complete Systematic (PTSL) at the Land Office of Indragiri Regency Upstream?. How is the Complete Systematic Land Registration implemented in Indonesia? Indragiri Hulu Regency when viewed from Regional Regulation No. 10 Years 2018 regarding the Riau Province Spatial Plan and Presidential Instruction Number 5 of 2019 concerning Termination of Granting of New Permits?. What is the solution taken on factors that hinder the implementation of Land Registration Complete Systematic in Indragiri Hulu Regency? Data collection tools, interviews, observations, documentation, analysis deductive data. Implementation of the Full Systematic Land Registration (PTSL) program adhere to standards and goals. PTSL officials are understood by those who involved in the implementation of the Full Systematic Land Registration Program (PTSL) in Indragiri Hulu Province according to Standard Operating Procedures (SOP). Inhibitors or Disincentives for the Implementation of the Land Registration Program Complete Systematic (PTSL) at the Land Office of Indragiri Hulu Regency is an internal factor. For example, the lack of public awareness of meet administrative requirements. Lack of public knowledge about PTSL program and PTSL program implementation. The lack of land owners in during measurement and mapping, and there are still many land owners who still live in the area where PTSL exists, has delayed the implementation of the program Full Systematic Land Registration (PTSL). According to the results of the interview, the obstacles external implementation of the PTSL program is still limited due to limitations equipment, advice and infrastructure for mapping and measuring in villages isolated. The Indragiri Hulu Land Office should do more socialization or counseling to the community about the importance of PTSL in Indragiri Hulu Regency.
