Abstract

Illegal levies have become a real threat to the survival of this nation. Illegal levies in the State of Indonesia are endless from year to year, in fact, their development is increasing, both in the number of cases and losses to the state and in their qual ity. Throughout October 2016 to 2019, the Riau Province UPP Team successfully handled 522 cases of extortion and gratification with a total of 716 perpetrators from various professions and evidence of money that was successfully secured of Rp. 744,177,200. So high and rampant illegal levies that occur in the jurisdiction of the Pekanbaru Police. The formulation of the main problem in this study is how to enforce the law against illegal levies by the saber extortion team in the legal area of the Pekanbaru Police. And what are the obstacles in enforcing the law against illegal levies by the saber extortion team in the jurisdiction of the Pekanbaru Police. While the type and nature of the research is a combination of empirical sociological legal research with observational research. Observational research aims to observe and describe the symptoms that occur in natural and social phenomena that occur within a certain time level and cannot be controlled by the researcher in a certain time level. The object of st udy in this study is about the law enforcement of illegal levies that occurred in the legal area of the Pekanbaru Police, especially in 2019. The data used in this study consisted of two types of data, namely primary and secondary data. The data collecti on tool in this study was the interview. The interview is a list of questions that have been determined by the researcher. The results of his research, namely law enforcement against illegal levies by the saber extortion team in the legal area of the Pek anbaru City Police, it is found that law enforcement is inseparable from the principle of legality, then the enforcement that is carried out is certainly still in reference to the formal criminal law, which It is contained in the Criminal Procedure Code, further related to the arrests made in this case, it is true that the Saber task force extortionists from the Pekanbaru Police are referring to Presidential Regulation Number 87 of 2016 concerning the Task Force to Clean Up Illegal Levies. Furthermore, inve stigations and investigations into this case were carried out, and finally the law enforcement against the enforcement of illegal levies. As for the obstacles in enforcing the law against criminal acts of illegal levies by the saber extortion team, namely the enforcer, in this case the police of the Pekanbaru Police jurisdiction experience obstacles which often depend on the priority of the leadership, then the number of personnel, plus human resources of the enforcers who are lacking, as well as inadequate competence.
