Abstract

This study aims to determine how the Role of the Dumai City Public Works Service in Improving the Quality of Roads in East Dumai District and to find out the obstacles in improving the quality of roads based on the D umai City Regional Regulation No. 16 of 2008 Part Four About the Organization and Work Procedure of the Regional Public Works Service. in Articles 13 and 14 letter c Technical planning for the construction, improvement and maintenance of roads and bridges. The author in conducting research using the theory of roles according to Soekanto (2007: 212) role can also be called a dynamic aspect according to his position, so he has the obligation to run a government. Levinson in Soekanto (2009: 213) says the role of a person in a society includes three things, among others: 1) The role includes norms that are related to one's position or place in society. The role in this sense is a series of rules that guide a person in social life. 2) The role is a concept of wha t individuals can do in society as an organization. 3) The role can also be said as individual behavior that is important for the social structure of society and indicators on the roles used include norms, individuals in society as an organization, and soc ial structures. The research was conducted in the City of Dumai using the Qualitative method, which is a study that is adapted to the situation in the field in relation to data collection which is generally qualitative in nature, is a research procedure th at produces descriptive data in the form of written or spoken words from people and behavior can be observed. Data collection techniques used consisted of observation or observation, interviews and documentation. The data collected is then used as the main raw material to analyze the empirical condition of the objectivity of the research objectives at the research location. Based on the above analysis techniques, the researcher assesses and concludes that the role of the public works department of Dumai Cit y has not been maximal in improving the quality of roads in East Dumai District.
