Abstract

Public services provided by government officials related to the fulfillment of civil rights and basic needs of society in their implementation cannot be said to be optimal. The performance of these public service providers has not been as expected by the public as service recipients. The efforts of the regional drinking water company Darma Cabang Duri in providing excellent service to the community continue to be carried out, but there are still problems and obstacles faced by PDAM Tirta Darma Branch Duri in providing its services regarding the production and distribution of clean water in Mandau District. The problem that arises is that the quality of water that is distributed by the community is not satisfactory, such as water that is cloudy, colored and smelly. This type of research is a qualitative approach with the research location in the Tirta Darma Regional Drinking Water Company (PDAM), Cabang Duri, Mandau District, Bengkalis Regency. Types and sources of data used primary data and secondary data, while data collection through observations, interviews and research documentation. After the data is obtained, then they are grouped according to their type, then the data is analyzed and linked with theories in the form of descriptions so that conclusions can be drawn. Based on the research results, it is known that the clean water program in Mandau District has been running and implemented well, the efforts made by the PDAM Tirta Darma Duri Branch are not routinely carried out so that sometimes there is water produced of good quality and there is also not good or it can be said that the quality of the water produced changing, the actions taken in solving the problem of clean water are not effective enough in meeting the needs of the community's clean water, equal distribution of services to customers of PDAM Tirta Darma Cabang Duri has been done well. PDAM Tirta Darma Cabang Duri has responded to the service that the community wants well, and the solution taken in the problem of clean water is very appropriate, but the PDAM must be able to maintain the quality of its water so that the longer the entire community of Mandau District will follow the clean water program. PDAM Tirta Darma Cabang Duri should be able to maintain the quality of water produced so that no more customers complain about the clean water distributed.
