Abstract
This study aims to analyze the quality of public services and analyze the obstacles in the performance of the public service apparatus at the Population and Civil Registration Office of Rokan Hilir Regency. Qualitative descriptive method is used in this study with the aim of measuring and describing carefully the existing phenomena as well as between theory and observation. The result of this study are that the performance of the Public Service Apparatus at the Population and Civil Registration Office of Rokan Hilir Regency is good but there are still some things that need to have a positive impact on performance in providing services in Rokan Hilir Regency. Barriers to the performance of services personnel at the form of suggestions and environment, such as the weakness of the unserviceble network. In addition, the communication built by the population and civil registration services is also not good, and there are still convoluted employees, besides that three is also data, and the last is understanding not evenly distributed.
