Abstract

This study aims to analyze the implementation of the Standard Operating Procedure (SOP) policies for the SOP of preparation and the determination of the Rokan Hilir Regency Government Work Plan (RKPD) at Regional Development Planning Agency (BAPPEDA ) of the Rokan Hilir Regency which were compiled in 2017. This study uses a qualitative with a descriptive research type. Data collection techniques in the form of interviews, observations, and documentation. The analysis technique uses an interactive model. The informants in this study were officials and staf within BAPPEDA of Rokan Hilir Regency who had acted as SOP implementers as well as official from Regional Financial and Asset Management Agency (BPKAD) of Rokan Hilir Regency. Various problems in implementing the policy of implementing of the SOP policy for the SOP of preparation and the determination of the RKPD at BAPPEDA of the Rokan Hilir Regency were analyzed based on George C. Edwards III's theory. Implementation of SOP policies for the SOP of preparation and the determination at BAPPEDA is influenced by factors such as: communication, resources, disposition, and bureaucratic structure, which support and hinder a policy implementation. From the results of the study, it was found that the supporting factors for the implementation of SOP policies were the attitude factor, the resource factor (components of equipment and budget facilities), and the bureaucratic structure. Meanwhile, the inhibiting factors for implementing SOP policies are the communication factor and the human resource factor. the results of this study concluded that the implementation of the SOP policies is still not optimal. However, the output of the RKPD preparation and RKPD determination was achieved, which was marked by the issuance of the Rokan Hilir Regent's Decree Number 53 of 2021 concerning the 2022 Rokan Hilir RKPD on 16 July 2022. In producing problem solving, Head of BAPPEDA must increase the capacity of the apparatus through education and training related to the preparation of Government Administration SOPs. Review and evaluation in order to ensure that SOPs was performed with every consideration, and information hits in as much as which impracticable SOPs or was irrelevant again, which are new SOPs that may be needed, and which SOPs need to be perfected, to review the level of accuracy and precision of SOPs in the process of implementing organizational tasks and functions so get walking effectively and efficiently.
