Abstract

The formulation of the problem in this study is to look at the application of the DPRD budget function in the preparation of the Kampar Regency APBD, The purpose of the research is to analyze the implementation of the budget function and the inhibiting factors in the preparation of the Kampar Regency APBD which is carried out by the Kampar Regency DPRD. This study uses qualitative research methods and the results of this study indicate that the implementation of the DPRD budget function in the preparation of the Kampar Regency APBD has been carried out well, this can be seen from the establishment of the equipment by the Kampar Regency DPRD and furthermore it can also be seen from the process of implementing the budget function that is carried out properly. While the inhibiting factors in the implementation of the DPRD budget function in the preparation of the Kampar Regency APBD can be seen from the juridical factor where there is a decline in the authority of the Regency/City DPRD budget function which indirectly makes the dominance of the Regional government in planning and budgeting the Kampar Regency APBD. Furthermore the factor of limited time owned by the Kampar Regency DPRD in discussing the Kampar Regency APBD draft and the accountability factor of the Kampar Regency Government which has not been going well and the last factor is the Human Resources factor of the Kampar Regency DPRD which is still relatively low.
