Abstract
The implementation of regional autonomy that must be realized by each region requires the realization of administration. The paradigm shift in the science of public administration has contributed greatly to the implementation of regional autonomy in Indonesia. The Secretariat of the Regional House of Representative (DPRD) must be able to carry out its duties and functions in accordance with laws and regulations, one of which is the Regional House of Representative (DPRD). The successful implementation of the duties and functions of the Riau Provincial DPRD must certainly receive support from all elements and parties, such as the Secretariat of the Riau Provincial Council. The Secretariat of the Regional House of Representative (DPRD) was formed based on Governor Regulation Number 99 of 2016 concerning the Position, Organizational Structure, Duties and Functions and Work Procedure of the Riau Provincial DPRD Secretariat. Based on the 2020 Government Agency Performance Accountability Report (LAKIP) at the The Secretariat of the Regional House of Representative (DPRD), found the problems that caused the gap between current and planned performance, when viewed from the duties and functions of the services provided by The Secretariat of the Regional House of Representative (DPRD) such as the low effectiveness of bureaucratic performance, the low performance and mental accountability value of each employee of the Riau Provincial DPRD Secretariat, there is still a culture of paternalism, namely a system that places the leadership as the most dominant party. The purpose of this study was to determine and analyze the performance of employees at the Court and Legal Products Division of The Secretariat of the Regional House of Representative (DPRD) Riau Province and to find out and analyze the factors that hinder the performance of employees in the Division of Sessions and Legal Products of The Secretariat of the Regional House of Representative (DPRD) of Riau Province. The research method used is qualitative research, according to Creswell (2014) qualitative research is a type of research that explores and understands meaning in a number of individuals or groups of people originating from social problems.
