Abstract
PKH is an effort to build a social protection system for the poor in order to maintain and improve the social welfare of the poor as well as an effort to cut the chain of poverty. This research aims to : (1) To find out the Implementation of the Family Hope Program (PKH) in Bangko District, Rokan Hilir Regency in an effort to eradicate poverty. and (2) To find out what are the obstacles in the implementation of the Family Hope Program (PKH) in Bangko District, Rokan Hilir Regency . This research is a qualitative research where the techniques used in data collection using interview, observation and documentation techniques. This research was carried out at the Social Service of Rokan Hilir Regency and the recipients of PKH funds called the PKH Beneficiary Families (KPM) in the Bangko Subdistrict, Rokan Hilir Regency as many as 10 people. The theory used in this research is Implementation theory according to George Edward III . Policy Implementation Indicators there are 4 namely communication , Resources, Disposition/attitude and Bureaucratic Structure . The results of this study indicate that the Implementation of the Family Hope Program (PKH) in Bangko District which began in 2014 has been carried out well but has not been optimal and appropriate based on implementation indicators, namely communication and bureaucratic structure. In the communication indicator, it was found that many KPM were not present at the Family Capacity Building Meeting (P2K2) so they did not receive counseling materials and information from PKH assistants in the field. In the Bureaucratic Structure indicator, there is no standard operating procedure or standard guideline and steps must be taken if there are problems with PKH funds that are not disbursed or are delayed in disbursement. The obstacles found in the implementation of PKH include the schedule for disbursement of PKH aid funds which are often not timely , the location of Himbara Bank which is far from the Regency Capital and the number is limited , there are still recipients of PKH funds that are not on target due to the lack of maximum improvement and updating of data. PKH recipients in the SIKS-NG application, problems with the population data of PKH recipient participants such as an invalid / not online /dual Population Identification Number (NIK) resulted in delays in social assistance funds from the Indonesian Ministry of Social Affairs and changes to the PKH recipient data collection system where previously There is an e-PKH application for PKH recipient data, while currently it has been transferred to the SIKS-NG application, making it difficult for assistants to update PKH recipient data.
