Abstract

In the countryside itself, the village head exercises the rights, powers, and obligations of the village government leadership including carrying out his own household affairs and is the main organizer and person in charge of government, development und community affairs in the context of administering village government affairs, general government including peace building, and order in accordance with applicable laws and regulations and fosters and develops the spirit of community cooperation as the main joint in the implementation of village government.The method used in this research is a qualitative method with descriptive analysis techniques, qualitative research is a process that is more intended to understand human problems in a social context by creating and presenting a comprehensive and complex picture, reporting detailed views from informant sources, and carried out naturally without any intervention from the author, with interviews and observations as data collection tools, with the results of the study obtaining the conclusion that the overall conclusion of the indicators in the role of Penjuru Village in buying and selling raw coconut in Penjuru Village, Kateman District, Indragiri Hilir Regency, which first on the indicators of Role in Norms, socialization by the village head to the corner village community related to the sale and purchase of raw coconut in the corner village of Kateman sub-district, Indragiri Hilir district was not implemented.
