Abstract
Based onGovernmentRegulationNo.17of2018concerningDistricts,whichinarticle10point(g)statesthat"Camatfostersandsupervisesvillageadministrationinaccordancewiththeprovisionsofthelawsandregulationsgoverningvillages".Theimplementationofvillagegovernmentisa subsystem ofthe governmentadministrationsystem,sothatthevillagehastheauthoritytoregulateandtakecareoftheinterestsofitspeople.Inadministeringvillagegovernment,thesub-districtheadplaysan xiv importantrole in sub-districtadministration asthesuper-structuretoregulatethevillage.TheresearchlocationisinMerbauDistrict,MerantiIslandsRegency,MerantiBuntingVillage,TanjungKulimVillageandVilageBagan Melibur.The problem in the thesisisthatduringtheCovid-19pandemicin2020-2021theMerbauSub-districtdidnotcarryoutcoachingwhichincludedguidanceonvillagegovernmentadministrationtrainingandalso guidance which included providing guidelines.Guidanceandsupervision during the COVID-19 pandemic hasnotbeencarriedoutoptimallyincarryingoutvillagegovernment,itcanbeseenfromvillagesfarfrom thecapitalcityorthecenteroftheMerbausub-district.MerantiArchipelagoRegency,TofindouttheeffortsmadebytheMerbausubdistricthead in the Guidance and SupervisionofvillagegovernmentadministratorsduringtheCOVID-19pandemicinMerbauDistrict,MerantiIslandsRegency.The type ofresearch in thisthesisisadescriptivequalitativeresearchmethodinwhichthisresearchisanalyzedtoprovidemeaningandmeaninginproblem solving.Thedatacollectedisintheformofwords,pictures,notnumbers.Soinaccordancewiththetitleofthestudy.Thiswritingconsistsofprimarydata,namelydataintheformofinterviews,documentationandobservationsandsecondarydataobtainedfrom interviews.Asfortheresultsoftheresearch,theMerbausub-districthascarriedoutsomeguidanceandsupervisionofvillagegovernmentadministrationwheretheguidancecannotbeseparatedfromthehandlingofcovid-19.BetweenthehandlingofCOVID-19andtheotherdutiesofthesub-district head, one of which is fosteringandsupervisingtheadministrationofvillageadministration.
