Abstract

This study aims to describe the implementation of public service standards in making land certificates at the Perhentian Raja sub-district office, Kampar Regency. The problems in this study are: 1.Lack of information and procedures in making land certificates at the Perhentian Raja Sub-district Office, so the problem is that not all people know the procedures and requirements in making land certificates that have been set in making land certificates. 2.The lack of human resources at the Perhentian Raja Sub-district Office seen from the education level, the most dominant being high school graduates, so that the service process takes a long time not according to ability. 3.The making of SKGR land certificates is not in accordance with the SOP in making land certificates, which is 14 working days or about 3 weeks but the phenomenon is more than what is set. 4.Based on the results of research, employees at the Perhentian Raja Sub-district Office are not all disciplined about working hours, some employees are still there are those who come after 08:00 wib. The concept used in this research is the implementation concept proposed by George C. Edwards III. The indicators in this study include Communication, Resources, Disposition, and Bureaucratic Structure. This study uses qualitative research methods with data obtained through interviews, observation and documentation. From the results of this study, it can be seen that the Perhentian Camat Office in providing services is still found by employees who do not enter the office according to working hours. On the other hand, there is still uncertainty about the completion of the SKGR land certificate, people can only receive letters for a few weeks and some even take months. Meanwhile, in the communication barrier factor conveyed by the Perhentian Raja Sub-district Office regarding information on the implementation of making letters, there is no information on the flow of making letters of hospitality. And there are still people who do not understand the process of making land certificates. The government of Perhentian Raja District should further improve the service for making land certificates, explaining information about making land certificates, SOPs in making SKGR land certificates.
