Abstract
The Kalapas policy related to security between inmates' blocks in Class IIA Pekanbaru Prison is that preventive policies can be carried out in providing solutions to social problems that occur between inmates. The security of the Class IIA Pekanbaru Penitentiary through the Layering mechanism, carried out by means of general security (main door) and security medium carried out in the inmates' room block. deemed not to have a serious impact, preventive measures can be taken to be completed with the help of security officers at the guard post. On the other hand, if it is felt that it can threaten the security of the prison environment, a response policy is needed as a last resort considering the various complex problems experienced by inmates in the Penitentiary at this time. The purpose of this study is to find out how the Kalapas Policy is Related to Security Between Blocks of Inmates in Correctional Institutions (Lapas Class IIA Pekanbaru). This study uses a qualitative method by conducting interviews with key informants and related informants. Referring to the theory used by researchers, namely Decision Support System Theory (DSS), which is a system that can provide problem solving and how to communicate or coordinate problems in a semi-structured and unstructured way. This system is used to assist decision making in semi-structured situations and unstructured situations, where no one knows for sure how decisions should be made. Therefore, it provides instructions for security officers to consider a decision that will be made at that time so that they are able to make policies based on the fulfillment of the rights of inmates or based on social conditions.
