Abstract

The main problem of the Riau Province Regional Government in managing regional assets on land at this time is related to physical security, maintenance and administrative irregularities of certificates. This study aims to analyze asset management on land owned by the Riau Provincial Government. This research method is descriptive qualitative with 6 (six) informants. Data analysis technique using triangulation technique. In general, the results of the study explain that the management of regional assets on land owned by the Riau Provincial Government at the Regional Financial and Asset Management Agency has not run optimally, both in the form of security and maintenance and ownership of land is still a lot that has not been fulfilled such as land certificates, letters of agreement, and minutes of the handover of goods. If it is seen from the theory of regional asset management which is derived from the principles of Good Governance, namely Accountability, it emphasizes the security and administrative aspects in the management of land owned by the Riau Provincial Government; Transparency in the financing of land certification, of course, local governments are required to be transparent; Transparency in reporting policies plays an important role in the community's need for supervision; The rule of law needs to carry out control activities so that the security of land assets is in accordance with applicable regulations. Constraints faced by the Regional Financial and Asset Management Agency in managing regional assets on land include: the quality of human resources that are less competent and the regional financial capacity in allocating maintenance and security budgets. So it is suggested that the Regional Financial and Asset Management Agency of the Riau Provincial Government should recruit employees who have the knowledge and ability to safeguard regional assets and allocate a budget for the management of land assets belonging to the Riau Provincial Government.
