Abstract

Musrenbang is one of the facilities provided by the government to every community to play a role in regional development planning, together with the issuance of Law Number 25 of 2004 concerning the National Development Planning System. The implementation of village development is part of the National development program mandated in Law number 25 of 2004 concerning the National Development Planning System which is carried out evenly throughout the country. For Kampar Regency itself, Village development has carried out efforts to support the Village in carrying out its authority and managing its own household. The purpose of this study was to determine the implementation of village development planning deliberation in East Salo Village, Salo District, Kampar Regency and to find out the obstacles in implementing village development planning deliberation in East Salo Village, Salo District, Kampar Regency. By using indicators for determining the implementation of activities, preparation of work plans, socialization of activities, debriefing for implementing activities, preparation of administrative documents, procurement of manpower and materials. This research is a qualitative descriptive study, so that it describes and describes existing phenomena, both natural and human engineered, which pays more attention to characteristics. The research was conducted at the East Salo Village office. The author uses observation, interviews and documentation in collecting data. Based on research conducted by the author, the implementation of village development planning deliberation in East Salo Village, Kampar Regency has not all gone well. There are several shortcomings in the implementation of village development planning deliberations in Salo Timur Village, Kampar Regency, namely budget limitations and budget disbursement, lack of broad community involvement in providing development proposals that will be proposed, weak public awareness that they will arrive on time at the Musrenbang implementation, community presence who are rarely at home so that the Village Head in conveying information does not reach the community. he suggestions given are to provide adequate facilities and places for the implementation of the village musrenbang the following year, technical documents for deliberation activities must be held by the village government, conduct socialization to the community, establish good communication with DPRD members, establish good communication with local governments.
