Abstract

This study aims to analyze and explain the implementation of the Attendance system based on the E-Government Portal Application at the General Section of the Siak Regency Regional Secretariat. The problem is that there is still a lack of internal socialization about the existing arrangements regarding the e-Government Portal Application. The research method used is a qualitative approach. Data collection techniques in the form of interviews, observations, and documentation. while the research informants who were included by the researcher were 8 (eight) people. The results of this study explain that the implementation of the attendance system based on the E-Government portal application at the General Section of the Siak Regency Regional Secretariat has not run optimally. This is due to the fact that there are still 4 (four) implementation indicators that have not been met, namely: Communication, there is still a need for guidance on the implementation of the E-Government Portal Application system, the lack of socialization causes a lack of understanding of PNS application features in the E Portal. -Government and Resources consist of Human Resources, that not all employees understand online-based information technology, this is due to the limited capacity of these resources. The Fund/Budget Resources in question are facilities and infrastructure, the policy of the E-Government Portal Application, facilities such as computers, Android phones and internet networks are still lacking, it is hoped that in implementing this E-Government Portal Application program the General Section of the Siak Regency Regional Secretariat must prepare funds and sufficient budget to complete facilities such as Android phones for each employee in operating the E-Government Portal Application system. In terms of communication, it is still necessary to provide guidance for civil servants who do not understand in filling out the attendance system for the E-Government Portal Application.
