Abstract

This study aims to analyze and explain the implementation of the Non-Cash Food Assistance Program by the Social Service of Indragiri Hilir Regency in Gaung District, Indragiri Hilir Regency. The problem is that there is often a delay in the distribution of the Non-Cash Food Assistance (BPNT) program. The research method used is the Mixed Method, which is a combination of quantitative and qualitative approaches will produce a better understanding of the research problem. The research location is in the Social Service of Indragiri Hilir Regency and Gaung District. Data collection techniques were in the form of questionnaires, interviews, observations, and documentation, while 34 (thirty four) people participated in the research. The results of the study showed that the implementation of the Non-Cash Food Assistance Program carried out by the Social Service of Indragiri Hilir Regency still found obstacles so that in the implementation of the program to achieve the performance of the Social Service towards the distribution of the BPNT program, it was not optimal. The thing that becomes a constraint factor in planning the program activities carried out by the Social Service of Indragiri Hilir Regency in the distribution of the Non-Cash Food Assistance (BPNT) program is the coordination of planning and providing APBD. Judging from the indicators of Organizing Resources Activities, the obstacle factors in the distribution of Non-Cash Food Assistance (BPNT) which often occur in E-warung are the delay in sending rice to E-warung in Gaung District, if the rice does not arrive on time to the E-warung then the distribution of the assistance delayed. In the context of the Director/Motivator, the obstacles that occur in the process of distributing the BPNT program are still found irregularities in the mechanism for distributing assistance to the BPNT program in Gaung Regency, in the form of food packaging, this is due to the lack of a monitoring and evaluation system carried out by the Social Service of Indragiri Hilir Regency. . The efforts made by the Indragiri Hilir Regency Government, in accordance with the authority implemented so far, in achieving the short-term goals of BPNT must prioritize local political-economic factors. Coordinate both with the Central and Regional Governments, considering that the BPNT program requires multi-stakeholder involvement.
