Abstract
Regional assets are all regional assets in the form of tangible and intangible goods. Regional assets are one of the important elements in the framework of government administration and services to the community. Regional assets are an important resource for local governments because regional assets or goods are economic potentials owned by the region. Specifically in the area of assets, BPKAD as the person in charge of regional goods management can compile an inventory master book with clear, precise and accountable data based on existing documents. A clear legal aspect becomes very important on the status, area and price of land and buildings for asset valuation in the regional balance sheet fixed assets. In terms of increasing public accountability in asset management in Indragiri Hulu Regency, the Indragiri Hulu Regency BPKAD has made innovations in the context of implementing SIMDA-BMD, while innovation is in the form of an application containing an asset information data system (SI-DINA). The main objective of this study is to identify and analyze the implementation of the Asset Information Data System (SI-DINA) application at the Regional Financial and Asset Management Agency of Indragiri Hulu Regency based on indicators of communication, resources, disposition and bureaucratic structure. The type of research is descriptive qualitative. Data collection techniques with interviews and data analysis in this study used data analysis techniques on the site developed by Miles Huberman. Based on the results of the study, it can be concluded that the Implementation of the Asset Information Data System Application (SI-DINA) at the Regional Financial and Asset Management Agency of Indragiri Hulu Regency has not been implemented optimally and needs to be improved, especially in terms of communication, resources and disposition and bureaucratic structure.
