Abstract

Minimum Service Standards are provisions regarding the type and quality of minimum basic services which are mandatory government affairs that every citizen has the right to obtain. Minimum Service Standards are very important in order to realize the right public services for the community in various types of services, including health services for the community organized by the Puskesmas. This study aims to find out and explain the Implementation of Standar Pelayanan Minimal (SPM) at the Rimba Melintang Health Center, Rimba Melintang District, Rokan Hilir Regency in 2021, and to find out what are the inhibiting factors for the Implementation of Standar Pelayanan Minimal (SPM)at the Rimba Melintang Community Health Center, Rimba Melintang District, Kabupaten Rimba Melintang. Rokan Hilir in 2021. This type of research is a qualitative descriptive study. Data was collected by using interview, observation, and documentation techniques. Data analysis was carried out descriptively with a qualitative approach. From the results of this study it can be concluded that the implementation of Standar Pelayanan Minimal (SPM) at the Rimba Melintang Health Center, Rimba Melintang District, Rokan Hilir Regency in 2021 as a whole in terms of policy implementation indicators including communication, resources, disposition, and bureaucratic structure has been implemented quite well, and The inhibiting factors for the Implementation of Standar Pelayanan Minimal (SPM) at the Rimba Melintang Health Center, Rimba Melintang District, Rokan Hilir Regency in 2021, namely the lack of guidance for service implementing staff, and frequent exchanging of service implementing staff who are responsible for a field or task unit in the context of service delivery. health to the community.
