Abstract

This study aims to analyze the implementation of Gender Mainstreaming policies at the Population Control Service, Family Planning, Women's Empowerment and Child Protection in Rokan Hilir Regency along with the most dominant obstacles affecting the implementation of Gender Mainstreaming policies at the Family Planning Population Control Agency, Women's Empowerment and Child Protection in the Regency. Downstream. The variable of this research is the Implementation of Policy Implementation which consists of four indicators of policy implementation, namely: Communication, Resources, Disposition and Bureaucratic Structure. The research method used is a qualitative research method. the informants in the study were government officials in charge of implementing the Rokan Hilir District Regulation Number 18 of 2019 concerning Gender Mainstreaming. From the results of the study, it is known that the implementation of the Gender Mainstreaming Policy at the Office of Population Control, Family Planning, Women's Empowerment and Child Protection in Rokan Hilir Regency has not been implemented properly. This is due to the fact that the policy has not been fully understood by all officers on duty either at the Office of Population Control, Family Planning, Women's Empowerment and Child Protection in Rokan Hilir Regency or in each of the existing Regional Apparatus Organizations (OPD). Gender Mainstreaming work programs such as the Evaluation of the Implementation of PUG and the Preparation of Gender Disaggregated Data in 2020 could not be carried out properly. For this reason, it is hoped that all officers on duty should always strive to improve their understanding related to Gender Mainstreaming policies, so that the objectives of the policy can be implemented properly.
