Abstract

The research method used in this research is a qualitative research method with descriptive research type. Data was collected by interview, observation, and documentation with research subjects 1 key informant who is the head of the service, 11 informants in charge of implementing family card services and 5 people who apply for family card services. The theory used in this study refers to employee performance indicators which include: Quality of work; Work quantity; Responsibility; Cooperation and Initiative. The results showed that in terms of the quality of work seen from the knowledge of employees in accordance with their main duties in issuing family cards and the suitability of the work of employees in printing family card issuances had not been achieved. The quantity of performance of employees of the Population and Civil Registry Office of Rokan Hilir Regency who always strives to produce jobs that are not yet on target. ASN Disdukcapil employees already have responsibilities in the implementation of services to the community and are responsible for the tasks that have been given to each employee. With the linkages in the field of work, employees are able to cooperate well between employees and also collaborate with other fields and even agencies. ASN initiatives at the Population and Civil Registration Office of Rokan Hilir Regency generally have a high initiative.
